　　AgainremindyourfreightforwarderfriendsthatcustomersexportinggoodsfromthefollowingAfricancountriesmustattachimportancetothisprovision,timelyaccesstorelevantinternationalECTN,CNCAandothernumbers,displayedonbillsofladingandmanifests,andobtainrelevantcertificatesvalidforsignature,togetherwithothercustomsclearancedocumentsforconsigneestouseatthedestinationport,ifthegoodsarriveattheportwithouttherelevantcertificatesvalidforsignature,thegoodswillnotbeabletodoso.Normalcustomsclearancefacestheriskofhighfinesorevenreturn.

　　Guinea

 

　　AccordingtotheregulationsoftheGuineangovernment,allgoodstransportedtoGuineamustbehandledwithCTN/ICTNNO.(CargoTrackingNumber)ofGuinea,otherwisetheshippingcompanyattheportofdeparturecannotissuethebillofladingnormally,andcustomsclearanceanddeliverywillnotbepossibleattheportofdestination.

 

　　Mali

 

　　AccordingtotherequirementsofMaliPortAuthority,forgoodsdestinedforanyportinMali,itisnecessarytodealwithMaliECTNNO.Otherwise,theshippingcompanyattheportofdeparturecannotnormallyissuethebilloflading,andcustomsclearanceanddeliveryattheportofdestinationwillnotbepossible.

 

　　Mozambique

 

　　AccordingtotheMozambicanAct,asof1November2013,allgoodstransportedtoMozambiquemustbeprocessedwithECTN/BESCelectroniccargotrackingdocuments.Iftheyarenotprocessed,theyareconsideredtobeinviolationoftheregulationsoftheRepublicofMozambiqueandareseverelypunishedattheportofdestination.TheshippermustprovidetheBESC/ECTNnumberoftheexportgoods(whichsomeshippersrequiretoshowonthebilloflading)beforeissuingtheoriginalbilloflading.Otherwise,theoriginalbillofladingcannotbeissued.

 

　　Benin

 

　　AccordingtothelawofBenin,allgoodsdeliveredtoortransferredtootherdestinationsattheportofCotonou(COTONOU)inBeninmustapplyforelectroniccargotracking(ECTN)orelectroniccargotrackinglist(BESC).

　　Gabon

 

　　AccordingtotheGaboneseRepublicAct,allgoodsshippedtothePortofLibrevilleintheGaboneseRepublicmustapplyforatrackingorder(BIC/CRN),andeachbillofladingmustapplyforatrackingorder.

 

　　(1)Trackingordersmustbeappliedinadvancebeforeoratthetimeofloading,andtracingordersmustbeappliednotlaterthanfiveworkingdaysafterloading.

 

　　(2)AllgoodsshippedtotheGaboneseRepublicwithoutatrackinglistmaybedetainedorpunishedattheportofdestination.

　　TheAngolanGovernmentstipulatesthatanycargoimportedintoAngolamustbecertifiedbyCNCA.ShippingCertificate(CONSELHONACIONALDECARREGADORESDEANGOLA),shortforCNCAinEnglish.CNCAcanbedoneeitherbytheshipperorbythemiddleman.IfCNCAisnothandled,theportofdeparturewillnotbeabletosmoothlyissuetheoriginalbilloflading,thegoodswillnotbeabletoclearandpickupnormallyafterarrivalattheportofdestination,andtherewillbehighfines.OnlywhentheshippingcompanyhasCNCAnumbercantheoriginalbillofladingbeissued.

 

　　Cameroon

 

　　AccordingtoCameroonCustomsRegulations:AccordingtoCameroon'sMinistryofTransportDecreeNo.00557of11July2006,from15October2006,allimportsandexportsofCamerooniangoods,includingbulkcargo,groceries,containercargo,newcarsandusedcars,mustprovideaBESCdocumentinonebilloflading,buttranshipmentortranshipmentofgoodsarenotincluded.

　　AccordingtotheprovisionsoftheDemocraticRepublicoftheCongo(DRC),allcargodestinedfortheportoftheDemocraticRepublicoftheCongo(DRC)ortransitport(suchasDARESSALAAM,MOMBASA,DURBAN,POINTENOIREport)mustapplyforF.E.R.Inumber.FailuretoapplyforthisF.E.R.IwouldbeconsideredaviolationofallregulationsfortheDemocraticRepublicoftheCongo(DRC)andwouldbeseverelypunishedattheportofdestination.Note:AllECTNapplicationsfromCongoBulgaria/Kinshasamustbefiledfiveworkingdaysbeforethestartoftheship,otherwisetherewillbea50%fine(mandatory).

　　AccordingtotheNoticeNo.DFL|FAC|NO.004|BB|04|2008issuedbytheDemocraticRepublicofCongo(Bulgaria)witheffectfrom22042008,allcargodestinedfortheportoftheDemocraticRepublicofCongo(Bulgaria),PortPointe-Noire,mustapplyforECTN.FailuretoapplyforthisECTNtrackingnumberwillbeconsideredasaviolationofallregulationsforshipmenttotheDemocraticRepublicofCongo(Bhutan)andwillbeseverelypunishedattheportofdestination.Note:AllECTNapplicationsfromCongoBulgaria/Kinshasamustbefiledfiveworkingdaysbeforethestartoftheship,otherwisetherewillbea50%fine(mandatory).

　　TheNigerianauthoritiesstipulatethatallcargodestinedfortheirterritorymustbetrackedbyCTNcargotrackingnumber.IfthisCTNnumberisnothandled,thecargowillnotbeclearedandpickedupatitsport,andtheoriginalbillofladingwillnotbeavailableattheportofdeparture.

　　AccordingtotherequirementsofthelocalcustomsinBurkinaFaso,theconsignormustapplytothedesignatedagentofthegovernmentauthoritiesinmainlandChinaforthenumberof"ElectronicGoodsList"(ECTN)beforeshipmentforcontainersandallbulkcargoexportedtothecountrybymechanicalorotherproductsfromportsinmainlandChina,anddisplayitinthedescriptionofthenameonthebillofladingandmanifest.
