　　SincethedefinitionofimporterisextendedtoNVOCC(NVOCC),ifthedestinationofyourcargotransportisnotaU.S.port,buttheshipwilldockataU.S.portbeforethecargoisdischarged,orifyourU.S.counterpartisresponsiblefortheimportarrangement,youmayneedtocontacttherelevantshippingcompanyorpayattentiontotherelevantnoticeoftheshipownertomakesurewhethertheshipownerhasmadetheimportarrangements.TransfertheresponsibilityofISFdeclarationtoyou!

 

　　SinceMarch15,2019,theUSCustomsandBorderProtectionAgency(CBP)willbegintofullyimplementtheISF-5filingrequirementsforforeigncargoonboardships.ThiswillaffectanyforeigncargothatstopsatU.S.portsduringtransit.

 

　　Theimportersafetydeclarationrules("10+2","ISF")cameintoforcein2009.Atthattime,theimporterwasdefinedasthe"carrier"andthepartyresponsibleforISFfiling.ISF-5hasneverbeenfullyimplementedduetoconfusionoverthelegallanguageoftheaward.

 

　　OnApril12,2018,CBPissuedtheISFDecisionandFinalRules,whichextendedthedefinitionofISFimportertoNVOCC.
